Equitable estoppel question?

estoppel can be applied if a person relies on another promise and leads to some detriments. But the problem I have is if that person has not given any consideration to the promisor. Can estoppel be used? Because i thought equitable estoppel does not applied to volunteers. and promissory estoppel is a branch of equitable estoppel.
