Should those who pay no taxes be allowed to vote ?

I'm not sure where I stand, but thought the question was interesting. In hindsight, our government ran a lot better when owning land was a requirement to vote - people often forget this. Was this because people who had a stake in America put better politicians in place? Maybe, I'm not sure.
